اهتمت هذه الدراسة بجانب مهم جداً من جوانب علم السياسة بشكل عام وعلم الإجتماع السياسي بشكل خاص ألا وهو (الثقافة السياسية) التي تُعد المحرك الأساسي نحو التنمية الثقافية والمعرفية في الجانب السياسي للأمم والشعوب كآفة على وجه العموم، والحكومات بكل سلطاتها المركزية والمحلية على وجه الخصوص، فضلاً عن أنها تُزود جميع المهتمين بها بكل المهارات والخبرات والفنون وكافة أساسيات القيادة السياسية وتعمل على تطويرها وتحديثها بإستمرار مع متطلبات كل عصر.
لذا سلطت الدراسة الضوء على قياس ومعرفة الثقافة السياسية لقيادات الحكومات المحلية أو أعضاء مجالس المحافظات أو المجالس المحلية أو غيرها من التسميات الأخرى في كل دولة بحسب الظروف التاريخية لنشوء الحكم المحلي، وكانت الدراسة تحمل بطياتها كلا الجانبين النظري والتطبيقي (الميداني).
وقد ركز الباحث في هذه الدراسة على الجانب الأمبيريقي (الميداني) الواقعي بإستخدامه مختلف أنواع أدوات البحث العلمي الميداني، لكون أغلب الدراسات السياسية تفتقر بشكل كبير جداً إلى الجانب الميداني ومقتصرة على الجانب النظري لذلك من أجل أن تكون الدراسة عن قرب ارتأى الباحث بأن يكون مجتمع الدراسة المتمثل بــ (أعضاء مجلس محافظة بغداد) كجزء من قيادات الحكم المحلي المسؤولين عن صنع السياسة المحلية داخل العاصمة بغداد، وقد انصب الجانب الميداني على استمارة استبيان تخللتها كآفة متغيرات الدراسة.
لذا شملت الدراسة على مجتمع الدراسة (أعضاء مجلس محافظة بغداد) وعينتين (عينة الدوائر ذات العلاقة بمجلس محافظة بغداد) و(عينة الجماهير)، وتوصلت الدراسة إلى النتائج التي تم تحليها بواسطة برنامج (SPSS) إلى تباين في إجابات مجتمع وعينات الدراسة كلٌ بحسب منظاره للثقافة السياسية لقيادات الحكومة المحلية لبغداد، من ذلك نرى أن للثقافة السياسية دور ريادي وأساسي كبير على مستوى التثقيف السياسي في النهوض والتقدم بقيادات الحكم المحلي نحو الأمام من أجل تلبية كآفة إحتياجات المواطن وتوثيق صلة العلاقة بين المواطن والسياسي، فضلاً عن تطوير تجربة الديمقراطية المحلية التي تُعَد القاعدة الأساس لنجاح العملية الديمقراطية برمتها.
