فى هذا الكتاب نتحدث عن حمورابي ذلك الأشوري الذي يعتبر من أعظم الملوك في العهد البابلي. سن أول شريعة والتي سميت بشريعة حمورابي إنها أول شريعة كتبت في التاريخ البشري وتوضح قوانين وعقوبات لمن يخرق القانون. كانت البلاد دويلات مقسمة تتنازع السلطة. فوحدها مكوناً إمبراطورية ضمت كل العراق والمدن القريبة من بلاد الشام.
كان أول من أسس العدالة عندما ألغى نظام العبودية في مناطق أملاك الدولة، وأقام مكانها نظام تأجير الأرض للرأسماليين وتمليكها للفلاحين والمزارعين الصغار وحول قوة الأوقاف المالية والمعرفية لصالح الفقراء والمعوزين من أبناء الشعب.
وكان اهتمامه بتسيير الدولة وتوحيدها والقضاء على سلطة رجال الدين وفصل الدين عن الدولة.. وإذا نظرنا إلى شريعة حمورابي سنجد.. كيف نقى القانون وما هي الاختلافات بين شريعة حمورابي وشريعة موسى. وما هو الشبه بين قانون حمورابي وشريعة التوراة.
كان حمورابي شخصية عبقرية لها القدرة الإدارية والتنظيمية والعسكرية. إن هذا الكتاب يحتوي على المسيرة الذاتية لهذا الملك الذي لم يزعم أنه سليل الآلهة أو ذو ذوات آلهية. إلا أنه وصف نفسه بخليل الآلهة.. حمورابي الملك العادل الذي وحد دولته وحكمها بالعدل والمساواة ولم يفرق بين السيد والعبد. ومنح الحقوق للجميع حتى العبيد.. من خلال هذا الكتاب تقرأ عن واحد من هؤلاء الملوك العظام.
