يتناول الكتاب المسائل الأساسية في علم اللغة النظري آخذاً بالحسبان الإنجازات الحديثة للسانيات في روسيا والعالم وأبحاث المدرسة اللسانية النظرية لجامعة فارونيش الحكومية.
تتطور اللسانيات النظرية بصورة سريعة وبدون توقف إذ انها تعالج المسائل الأساسية التي يطرحها أمام اللغويين التقدم العلمي والتقني، فهذا القسم من علوم اللغة معروف في القرن التاسع عشر والقرن العشرين بإسم علم اللغة العام (اللسانيات العامة) واكتسب مؤخراً تسمية جديدو - هي نظرية اللغة.
صدر في فارونيش في عام 1987 منهج دراسي لزيانيدا بوبوفا هو "اللسانيات العامة" وخلال العقدين من الزمان الذين مرا على ذلك تقريباً تمت كتابة الكثير من الدراسات والأبحاث الجديدة وتزايد عدد المواد الخاصة بعدة مسائل نظرية مما اقتضى ضرورة إصدار طبعة جديدة وتمت في عام 2004 إعادة إصدار طبعة مزيدة ومنقحة لكتاب "اللسانيات العامة" قام بها كل من زينايدا بوبوفا ويوسف ستيرنين، وهذه الطبعة (2007) التي بين يدي القارئ كذلك موسعة ومزيدة.
فقد عالج مؤلفا هذا الكتاب مسألة نظامية اللغة (زد. بوبوفا) ومسائل النشاط الكلامي وتأثير الكلام (ي. أ. ستيرنين) وكذلك قضايا أخرى في علم اللسانيات (بصورة مشتركة)، وعدلنا وصححنا المواد وفقاً للتطورات الجديدة الحاصلة على أيدي منظري اللغة الروس والأجانب وأدخلنا النتائج التي حصل عليها المؤلفان في أبحاثهما وأبحاث طلبتهما في إطار المدرسة اللسانية لجامعة فارونيش.
