تعتبر مشكلة الالغام المضادة للأفراد واحدة من أخطر المشكلات الانسانية في المجتمع الدولي عموما، وفي مصر بصفة خاصة فقد ادى الانتشار الواسع النطاق لهذه الالغام إلى وقوع كوارث انسانية في العديد من الدول المتضررة من هذه المشكلة وهى في الأغلب دولالا نامية وذلك باتت مشكلة الالغام تحظى بقدر عال من الاهتمام منذ بداية التسعينات.
وبالنسبة لمصر فإن مشكلة الالغام تتسم بأهمية استثنائية بكم ان مصر تعتبر اكبر دولة متضررة من مشكلة الالغام في العالم حيث نشأت هذه المشكلة بسبب مخلفات الحرب العالمية الثانية بالاضافة إلى مخلفات جولات الصراع الطويلة بين مصر واسرائيل.
ويهدف هذا الكتاب إلى التعريف بمشكلة الالغام على الصعيد العالمي عموما وفي مصر خصوصا حيث من الملاحظ ان هناك نقصا في المعرفة بهذه المشكلة في مصر. ومن ثم فإن هذا الكتاب لا يطمح فقد إلى سد جزء ولو يسير من هذا النقص ولكن ايضا توسيع نطاق الاهتمام بدراسة مشكلة الالغام في مصر من مختلف النواحي ، وعلى نحو أكثير تفصيلا وتخصصا كما يطمح إلى إثارة نقاش عام بشان مختلف جوانب هذه المشكلة في مصر.
