يعد الماء احد اهم العناصر المكونة للحياة ولقد سعي الانسان منذ القدم الي الاستقرار والعيش في المناطق التي يوجد بها الماء وعند نضوبه فأنه يبحث عن مناطق أخري وتمثل ازمة المياه ابرز الازمات التي تواجه سكان العالم عموماً في هذه الفترة مهددة بذلك أمن وبقاء الدول لأن المياه ضرورية جداً حيوية لحياة كل الدول وشرط استقرارها فالماء من أهم العناصر الرئيسية اللازمة لاستمرار وبقاء الأفراد والجماعات ويعاني الوطن العربي من ازمة مياه حادة متمثلة في نقص وقلة كميات المياه الحالية بشكل عام ويزداد الوضع المائي للوطن العربي بصفة عامة والأقطار العربية في منطقة شمال افريقيا بصفة خاصة صعوبة وخطورة عاماً بعد عام بسبب زيادة الطلب علي الماء وكثرة العقبات التي تحول دون استثمار الموارد المائية المتاحة بالشكل الأمثل وكذلك لوجود اعداء متربصين بمياه الأنهار العربية والتي تنبع من خارج أراضيها كنهر النيل الذي ينبع من خارج حدود الوطن العربي هكذا يسير الوطن العربي بمجموع دوله الي شحة مستمرة في الموارد المائية مما يشكل عجزاً خطيراً في توفير المياه لغايات الشرب والري والتغذية الصناعية.
من كل ما تقدم فإن الحاجة اصبحت ملحة للتفكير الجدي في المسألة المائية في منطقة شمال افريقيا سواء بترشيد استهلاك وإدارة مياه او البحث وإيجاد المصادر البديلة والمتجددة للمياه والحياة وأيضاً اصبح من الضرورة بما كان تعريف المياه في القانون الدولي العام والتعرف علي أهم الاتفاقيات الدولية في هذا الصدد والتي منها الاتفاقيات بين دول حوض نهر النيل.
