دور القنصليات الأجنبية في الهجرة والاستيطان اليهودي في فلسطين 1914-1940 هل يمكن لعاقل أن يتصور وفي هدأة الليل وقبيل انبلاج الفجر أن يتسلل قنصل بريطاني بقاربه إلى باخرة أجنبية تحمل يهوداً مهاجرين يرغبون في الهجرة والاستيطان في فلسطين. ذلك القنصل يحمل مئات من جوازات السفر البريطانية وتذاكر مرور ومعه مصوّر. وعلى ظهر الباخرة سواء قبالة شواطئ حيفا أو يافا أو عكا. يغير الأسماء والديانة والوظيفة. ويسلم كل يهودي جوازاً جديداً أو تذكرة مرور تسمح له بالدخول إلى فلسطين. ثم يشمله بالعناية والرعاية والحماية ويساعده في الحصول على الأرض لبناء المستوطنات. وهل يتصور إنسان في هذه المعمورة أن أحد نواب القناصل ويدعى بتروشيلي، هجر الدبلوماسية والقنصلية ليصبح تاجر أراضٍ لصالح اليهود والمستوطنات اليهودية والأمثلة كثيرة.
وقد قدمت الباحثة نائلة الوعري في كتابها هذا عشرات النماذج من أساليب غش وتلاعب واحتيال، وأبانت عن دور كل قنصل من هؤلاء القناصل الأجانب الذين خالفوا القوانين والأعراف الدولية الخاصة بالبعثات القنصلية ومارسوا عدائية بحق الشعب الفلسطيني. هذا الكتاب وثيقة تاريخية مهمة يضاف إلى عشرات الوثائق والمصادر والمراجع التي أفادت منها الباحثة. وسوف يكون له مكانة في الدراسات المتعلقة بفلسطين في عصرها الحديث والمعاصر.
