في هذا الكتاب يقدم الدكتور إياد طارق العلواني دراسة تأريخية تتناول سياسة الإتحاد السوفيتي الخارجية للفترة (1956-1964) ولهذه المدة أهمية، ذلك لأن سياسة الإتحاد السوفيتي الخارجية شهدت في مرحلة الخمسينيات انعطافاً مهماً، وكان لوفاة ستالين عام 1953 أثر حاسم في التغييرات التي طرأت على مظاهر السياسة السوفيتية، إذ كانت بمثابة بداية لعهد جديد في التوجه السوفيتي للتعامل مع المتغيرات الدولية، وخاصة المرحلة التي تنتهي بها الدراسة في عام 1964 وهو العام الذي تم فيه تنحية خروشوف من جميع مناصبه حيث بدأت قيادة جديدة تتفرد بالسلطة في الإتحاد السوفيتي.
تتألف الدراسة من أربعة فصول تناولت الحقبة الزمنية المحددة على مراحله وتبدأ بسياسة الإتحاد السوفيتي الخارجية من عام 1945-1956 أي بعد الحرب العالمية الثانية حيث تم تسليط الضوء على سياسة السوفييت تجاه الأزمات والأحلاف الدولية وتجاه الأحزاب الشيوعية وحركات التحرر في العالم، مروراً بموقف الإتحاد السوفيتي من أزمة برلين (1958-1964) وأزمة بولند (1956)، وأزمة هنغاريا (1956) وسياسة الدولة السوفييتية تجاه يوغسلافيا وتجاه ألبانيا وتجاه رومانيا، وكذلك سياستها تجاه الأحلاف وسباق التسلح وغزو الفضاء ومنها رحلة (سبوتنيك 1957) ثم السباق المحموم على الأسلحة النووية، وختمت الدراسة بموضوع مؤتمرات نزع السلاح التي كانت "تقابل بالرفض من قبل الولايات المتحدة والدول الغربية" ، وقد أثمرت في نهاية الأمر إلى توقيع معاهدة موسكو 1963، والتي ساهمت إلى حد ما في الحد من سباق التسلح بين الدول الكبرى.
