بعد أن نضع التصورات النظرية لمشكلة الفساد - التي طالما تحدَّث عنها الرأي العام في كل الدول العربية والنامية عموماً والدول المتقدمة على حدٍّ واحد - موضع التحليل والبحث والدراسة، وجد أنه كلما تقدمت العلوم تطورت معها هذه الجريمة المنظمة.
وقد جاء في كل الدساتير في العالم أن هناك يداً للدولة في محاربة ومعالجة الفساد المالي والإداري، عن طريق إلتزام كل دول العالم بتشكيل جهد رقابية عليا يكفلها الدستور، مهمتها الأساسية كشف الخلل والمحاسبة بعد إجراءات التدقيق والرقابة المعتادة، والتي تخضع لها كل مفاصل الدولة، إلاّ أنه يلاحظ أن دور التفتيش خاصة إذا كان لاحقاً للإجراء؛ لا يمكن أن يعالج لوحده مشكلة دخلت في عقول وأفكار القائمين على تنظيم الوحدات المؤسساتية؛ بحيث إن الإنحراف قد يكون بدأ من دراسات الجدوى حتى الأهداف مروراً بالنظام الداخلي والمفاصل الأخرى، فكان لا بد من التفتيش عن نظريات علمية أخرى يكون هذا الإجراء الرقابي العام جزءاً منه، ولم يكن هو الوسيلة الوحيدة التي تعتمد لحلول هذه المشكلة؛ لإعتقادنا أن الرقابة الورقية لا يمكن أن تأتي بنتائج الإجراءات غير المنظورة التي طالما يعتمدها المفسدون في تحقيق أغراضهم.
في هذا البحث سنقوم بوضع المقترحات اللازمة لمعالجة مشكلة الفساد، بإستخدام أربعة أنظمة مالية وإدارية وقانونية ورقابية بصورة تكاملية، نعتقد أنها ستكون مفتاحاً حقيقياً لمعالجة هذه المشكلة، حيث إن إستخدام أحد الأنظمة دون الأخرى بلا شك سيفيد المؤسسة بطريقة أو بأخرى، ولكنه يصب في معالجة مشكلات لأهداف محددة بالنظام.
أما الطريقة التكاملية للأنظمة فإنها ستضع كل نظام في دوره الذي يصب في إكمال إجراءات المعالجات النظرية والتطبيقية لمشكلة الفساد، فمثلاً في إستخدام نظام تقييم الكفاءة والأداء سنكون أحسنَّا التعامل مع تشخيص المشاكل والإنحرافات السلبية والإيجابية إبتداء من الأهداف، مروراً بالإجراءات، وتحديد مسبباتها، والوقوف على معالجاتها.
