شرط الإبداع استيعاب العلوم والآداب استيعابا يترتب عليه تملُّكها، وأن تصير جزءا من الفكر والخيال والشعور، ولا تُستوعَب إلا أن تكون باللغة الأم. وقد بيَّن هذا الكتاب ما ترتب على قلة علم العرب بالعربية من تقليد، وضعف إنتاج، وما ترتب على اصطناعهم اللغات الأجنبية في التعليم من تخلف، وضلال سعي، وهدْر مال وأعمار وجهود؛ لأن اللغات الأجنبية حجاز بين غير أهلها والعلم؛ من أجل ذلك كان لزاما أن يأخذ عليهم التعلم بها مسالك التقدم، ويبقيهم تبعا. وعرض نتائج البحوث والتجارب والدراسات الميدانية التي درست آثار التعليم بالعربية واللغات الأجنبية في الوطن العربي، وتجاربَ الشعوب في التعليم بلغاتها، وما ترتب عليه من تقدم وتنمية، وتوطين للعلم. وكان غرض ذلك العرض بيان أن مستقبل العرب العلمي والحضاري رهن بالتعريب، وأن لما يبدي بعض السياسات من الإصرار على اصطناع اللغات الأجنبية في التعليم مآرب غير تربوية.
