تحاول هذه الدراسة تفكيك النظام الإقتصادي في العراق سواء بوصفه نظاماً إشتراكياً في الحقبة الماضية أم بوصفه نظاماً رأسمالياً في المرحلة الراهنة، ثم إعادة توصيف النظام الإقتصادي في ضوء الخصائص الإقتصادية والإجتماعية التي يتسم بها العراق، وبما يتلاءم مع متطلبات المرحلة الراهنة.
إن أهم النتائج التي توصلت إليها الدراسة تتمثل بإخفاق النظام الإشتراكي والنظام الرأسمالي في التخصيص الأمثل للموارد الإقتصادية، وإن لكل منهما إيجابيات وسلبيات. وعليه تقدم الدراسة رؤية جديدة للنظام الإقتصادي في العراق، تعطي الأولوية لدور الحكومة وآلية التخطيط التشاركي دون الإستغناء عن دور القطاع الخاص وآلية السوق.
