الخطر بشكل عام هو : احتمال حدوث ضرر ما . اما الخطر المالي فيتمثل : باحتمال اختلاف العائد المتحقق ، عن العائد المتوقع من استثمار مالي معين .
لذلك فإن وجود الخطر يشكل حافزا لتعزيز الامان وتقليل الخطر . ومع احتمالات وقوع الضرر ، فإن النشاط الانساني لايمكن ان يتوقف ، بل سيتركز الجهد لتجاوز الخطر او تقليل آثاره .
قد يتسآل القاريء عن أسباب عرضي لكتاب يتحدث مؤلفه عن المخاطر المالية . الا ان هذا التساؤل يجد جوابه ، في ان كل كليات القانون تدرس طلبتها موضوع (المالية العامة) كدرس أساسي ومهم يحتاجه القانوني في عمله المستقبلي قاضيا او محاميا او في اية مهنة قانونية اخرى . فالائتمان والرقابة عليه ، والتامين ، مفهومه ، انواعه ، والاوراق المالية ، والسندات ، والاعمال المصرفية – وهي المواضيع التي بحثها المؤلف في كتابه – كلها مواضيع على تماس مباشر بالقانون وبعمل رجال القانون ، فمعظم تلك المواضيع التي بحثها المؤلف ، كثيرا ما تعرض لرجال القانون ، وكثيرا ما يجد القاضي نفسه على تماس مباشر معها ، فيجد نفسه بحاجة لتكوين حصيلة معرفية كافية عنها ، لكي يفصل فيها بقرار قضائي ناجز . ثم الم تعالج تلك المواضيع في قانون التجارة العراقي رقم (30) لسنة 1984 ، وهذا القانون كثيرا ما نجده يطرح في سوح المحاكم .
