إن هذا الكتاب، الذى بين يدى القارئ ، يحوى بين دفتيه، على المساجلات الدستورية والقانونية، بين صاحب الدعوى وهيئة قضايا الدولة وتقرير مفوضى مجلس الدولة والحكم الصادر من محكمة القضاء الإدارى رقم 23668 لسنة 57 ق والطعن على هذا الحكم أمام المحكمة الإدارية العليا الذى يحمل رقم 14221 لسنة 50 ق ع ولازال متداولاً فيها حتى الآن كذلك يضم الكتاب جزءاً وثائقيا لبعض المقالات ، التى تناولت هذا الموضوع بين مؤيد ومعارض، لكن الملاحظ أن الذين عارضوا تعيين نائب تناولوا الأمر من جانب سياسى بحت، فى حين أن الأمر أولا وأخيراً يتعلق بمدى إحترام الدستور والنزول على أحكامه ونصوصه . كذلك يتضمن الكتاب فى الوثائق القرار الصادر من رئيس الجمهورية، بتفويض رئيس مجلس الوزراء فى اختصاصاته والقرار الصادر بإلغائه ، ليكون الكتاب فى نهاية المطاف يشكل وثيقة ، فى مسألة أرى انها حركت المياه الراكدة فى الحياة الدستورية ودفعت الأمور نحو الإتجاه الصحيح.
