ولد في مدينة الأسكندرية.
حصل على ليسانس الحقوق من جامعة القاهرة 1985، ثم حصل على بكالوريوس الإخراج السينمائي من أكاديمية الفنون عام 1993، عمل بالمحاماة لفترة قصيرة، ثم مساعداً للإخراج، ثم مخرجاً تليفزيونياً بقناة النيل الدولية وبعض القنوات المتخصصة.
بدأ التمثيل على المسرح الجامعى واشترك في تأسيس الجمعية المصرية لهواة المسرح، كتب وأخرج للمسرح، وفاز بجائزة تيمور للابداع المسرحى لعامى 1991، 1992 عن مسرحيتى حفلة المجانين وأوبريت الدرافيل، من أعماله كمخرج المجانين وأوبريت الدرافيل، عمل في مسلسل أحلام العمر، وهو مؤلف قصصى ومسرحى، وشاعر، كما عمل مساعد مخرج في بعض الأفلام، وهو من اعضاء حركة كفاية للتغيير، وهو أيضاً شاعر موهوب له العديد من القصائد الثوريه مثل "كأنها نهاية التاريخ" و"أطلع بقي" و"عايز اعيش" والكثير من هذه القصائد تجدها جميعاً علي مدونته الإلكترونية كان أحد أبرز المشاركين في ثورة 25 يناير من الفنانين الشرفاء والان أصبحت شهرته أكثر بكثير مما كانت عليه، بل تغير الصاوي على الصعيد الفني والشخصي من بعد الثورة، يذكر ان له قصيدة كتبها في 27 يناير وعنوانها "ثلاثين سنة" موجودة في مدونته.
مواقفه سياسية واضحة حيث كان عضوا في حركة "كفاية" التي كانت ترفع شعار «لا للتجديد لا للتوريث».
اظهر ما عنده اتجاه الثورة وبالفعل نجح في أن يختار ما بين حكم مبارك ومناصرته أو اختيار الشباب، ومن أول اندلال شرارة الثورة شارك الصاوي واظهر ما عنده.
