أدى سقوط "نظام معمر القذافي" في سياق الحراك العربي لعام 2011م إلى انهيار الدولة الليبية، لتدخل ليبيا مرحلة جديدة من عملية بناء وإعادة بناء الدولة الحديثة؛ فمباشرةً بعد سقوط النظام كان هناك تفاؤلاً كبيراً لدى الكثير، على أنّ المجتمع الليبي وأخيراً سوف يبني دولته بنفسه على أسس الديمقراطية والعدالة، لكن بعد أكثر من ستة سنوات على إسقاط النظام وانهيار الدولة زال ذلك التفاؤل لدى الكثير، وبات واضحاً بأن هناك الكثير من العوامل الداخلية والخارجية التي تحول دون قدرة الشعب الليبي على بناء دولته بنفسه بعيداً عن التدخلات الخارجية؛ حيث مباشرةً بعد إسقاط النظام تمزّق المجتمع الليبي الذي كان يبدوا على أنه مجتمع منسجم، وانزلقت البلاد إلى الحرب الأهلية المدمّرة، وفي سياق الانقسامات الاجتماعية والسياسية حاولت القوى الإقليمية والدولية المنقسمة بدورها والمتنافسة فيما بينها إلى البحث عن نفوذ لها في ليبيا الجديدة المراد بنائها؛ فحولت تلك القوى المتنافسة ليبيا إلى ميداناً للحروب بالوكالة تذكّر بمشاهد فترة الحرب الباردة لكن هذه المرّة هي تجري بين القوى الإقليمية، العربية أساساً
