إن الدولة في جوهرها واقعة اجتماعية، ولم تتكون على نحو عضوي وانما هي بنيان اجتماعي قام بناءاً على ظروف اجتماعية موضوعية تفاعل الافراد معها، ثم صاغوها بعد ذلك بالهيأة التي تعرف اليوم بالدولة، والدولة ايضاً ليست ظاهرة مادية ولها وجود محسوس، وإنما هي بنيان أقامه التفكير الانساني لفرض التنظيم الاجتماعي، وعليه فهي مبنية على أسس عقلانية وقانونية، فالدولة اذا جزء من المجتمع تنبثق منه وتتخذ لها مكانة عالية لكي تقوم بدور تنظيمي له وإذا ما اصبح لها كيان متميز اخذت بتعزيز مركزها عن طريق ممارستها للسلطة.
وتنطلق الدراسة من تساؤل أساس فحواه: ما صورة المستقبل التي تنتظر الدولة في الوطن العربي في ظل عالم يموج بتغيرات عميقة؟ هذا السؤال يقترن بفرضية أساسية فحواها (إن المستقبل يعد الدولة القطرية العربية بمزيد من التجزئة والعجز طالما ظلت تعاني الخصائص نفسها ولم تتوصل الإصلاح الشامل بما يكسبها فعالية أكبر في أداء وظائفها وإنجاز دورها في تحقيق التنمية والنهوض بالمجتمع والإقتصاد العربيين).
في ضوء المشكلة التي تحاول الأطروحة حلها وبهدف إثبات صحة الفرضية عمد الباحث إلى تقسيم الأطروحة على بابين يتكون كل منهما من ثلاثة فصول فضلاً عن المقدمة والخاتمة التي انتهت بها الدراسة، ركز الباب الأول على الدولة في الوطن العربي من منظور واقعها ودورها في حين انصرف الثاني إلى تحليل مستقبلها.
