شهدت الآونة الأخيرة ظهور أشكال جديدة من الإرهاب المحلي في أوروبا، يمتاز بكونه ذو امتدادات عابرة للأوطان والحدود، وعلى الرغم من أن أوروبا كانت قد تعود على إرهاب مستورد يضرب أراضيها، لكن الوضع تغير في السنوات الأخيرة مع ظهور وتنامي ظاهرة الإرهاب المحلي و"الجهاديين" الأوروبيين، وظهور جيل من الإرهاب المحلي الصنع، وهو ما شكل تحولاً مفصلياً في نظرة وتحليل المهتمين بشؤون الإرهاب.
فالهجمات الإرهابية التي تعرضت لها أكثر من دولة أوروبية، والتي تزامنت مع موجات الهجرة واللجوء التي اجتاحت أغلب الدول الأوروبية بعد 2014، حفزتها إلى إعادة تشكيل وصياغة رؤى سياسية وأمنية وإستخباراتية ومجتمعية للتعامل مع الخطر الذي يشكله الإرهاب وإنتشار الأفكار المتشددة في المجتمعات الأوروبية.
سنحاول في هذا الكتاب تسليط الضوء على سياسات ومواقف دول مختارة من أوروبا تجاه الإرهاب والتطرف، وكيفية تعاملها مع هذه الظاهرة الخطيرة، ومن ثم وضع بعض التصورات المستقبلية لما سيكون عليه شكل هذه المواقف والسياسات في المستقبل، وما يمكن أن تتخذه من إجراءات للحد من تداعيات وإنعكاسات هذه الظواهر.
وقد تم اختيار كل من (روسيا، ألمانيا، فرنسا وأخيراً بريطانيا)، لما تحمله هذه الدول من أهمية وتأثير على الصعيدين الدولي والإقليمي، فضلاً عن المخاطر الكبيرة التي تواجهها، في ظل تنامي الخطر الإرهابي على أراضيها، والتي دفعتها لإتخاذ العديد من الإجراءات الفاعلة والسريعة للحد من تمدد ظاهرة الإرهاب داخل بلدانها، تم الكشف عنها وتوضيحها وتحليلها في ثنايا الكتاب.
