مع تطور أشكال السلوك الإجرامي وظهور الشبكة الإلكترونية أو الإنترنت(الشبكة العالمية)، كانت الفكرة الخاصة بالإعتداء على الآداب والعرض مسارعة في اللحاق بوكب هذا التطور واستغلال تلك الوسيلة في إرتكاب الجرائم الجنسية والحض على إرتكابها عبر مواقع منشأة لذلك الغرض وتدار لذلك مستهدفة تحقيق الربح، أو على مستوى شخصي من خلال البريد الإلكتروني أو غرفة الدردشة.
لذلك كان من الأهمية بمكان محاولة اللحاق بمفهوم تلك الجرائم من حيث تكييفها القانوني وهل تكون صور الجرائم الواقعة على العرض صالحة لمباشرة سلوكها المادي خلال الشبكة العالمية أم أنها تقتصر على البعض دون الأخر. ولهذه الأسباب عقدنا النية على الذهاب في هذا البحث إلى الإطلاع على الجرائم الواقعة على العرض لبيان طبيعتها وسلوكها المادي لبيان مدى إمكانية ارتكابه عبر الشبكة المعلوماتية كوسيلة مستحدثة.
