يلقى هذا الكتاب الضوء على السياسات الاقتصادية والاجتماعية في المنطقة العربية خلال العشرين عاماً الماضية من خلال رؤية نقدية، وبصفة خاصة، اعادة تقييم تلك السياسات من منظور العدالة والانصاف وتخفيف حدة الفقر في البلدان العربية، فمنذ بداية التسعينات إتبعت الحكومات العربية سياسات الليبرالية الجديدة المستندة إلى ما يسمى "توافق واشنطن" الذي يقوم على ثلاث ركائز "تحرير الأسواق، الخصخصة، الانخراط في مسارات العولمة" ، وكان حصاد تلك السياسات نمو دون توزيع عادل لثمار ذلك النمو بين فئات الشعب المختلفة وخاصة الفقراء ومحدودي الدخل.
ويحاول هذا الكتاب تفنيد الأسس النظرية والحجج الرئيسية التي استند اليها السياسات في مجالات "النمو الكلي، والاسثمار والتقنية، والسياسات التجارية، والسياسات التمويلية، وسياسات الخصخصة، والسياسات الاجتماعية" .. مع تقديم عناصر لرؤية مستقبلية تتناسب مع روح التغيير الذي ساد كافة ربوع المنطقة العربية في إطار ما يسمى "الربيع العربي".
