جاءت هذه الدراسة موزعة على بابين الأول هدف إلى وضع أسس نظرية لفهم ظاهرة الفساد بوجه عام والإداري بوجه خاص، أما الباب الثاني فقد أفرد لعرض الدراسة الميدانية ونتائجها، واشتمل الباب الأول على ثلاثة فصول أنصب اهتمامها منذ البداية على إلقاء الضوء على ظاهرة الفساد الإداري من حيث أبعادة، وعوامله، وأنماطه، وصوره، والنظريات الاجتماعية التي يمكن الاستعانة بها في تفسير هذه الظاهرة هذا عن الفصل الأول، أما الثاني فقد أفرد لعرض مجموعة من الدراسات السابقة حول الفساد، في مقابل ذلك خصص الفصل الثالث لاستجلاء ملامح الفساد الاجماعي بالمجتمع الليبي، واشتمل الباب الثاني على ثلاثة فصول اهتمت من أولها على التعريف بالدراسة الميدانية من حيث موضوعها، وأهدافها، وفروضها والمتغيرات والعلاقات والنماذج التي حاولت الدراسة اختبارها، أما الفصل الأخير، فقد أفرد لتحليل بيانات الدراسة الميدانية واستخلاص النتائج العامة.
