على الرغم من أن عنوان هذا الكتاب "موريتانيا الحديثة" إلا أننا لن يطول بنا الأمر حتى ندرك أنه مؤلفه "محمد يوسف مقلد" يتحدث فيه عن موريتانيا الستينات من القرن العشرين، وبالأخص عن العرب البيض في افريقيا السوداء (تاريخهم – أصلهم – عروبتهم – وأحوالهم) . لذلك فهو كتاب جامع للماضي والمستقبل يستعرض تاريخ شعب وثقافته وعيشه من النواحي الإجتماعية والسياسية والإقتصادية والجغرافية والتاريخية على مر عقود، حتى أنه يجمع شيئاً من طرائقهم وعاداتهم وآرائهم وأشعارهم. فالكتاب هو بمثابة تعريف للرأي العام الخارجي عن هذه البلاد، وقد حرص مؤلفه على إبراز صفحات مهمة لموريتانيا، ولا سيما شخصيتها التاريخية ومراحل تكوينها، ومدى تفاعلها مع الزمن في مجرى التاريخ العربي والإسلامي وتأثرها بالفتوحات العربية ونشوء قوميتها، ويستعرض أوضاعها الداخلية الخاصة، والإقليمية العامة، المجاورة لدول أفريقية سواء كانت حتى عهد قريب – بما فيها موريتانيا – مستعمرات فرنسية حتى إعلانها (الجمهورية الإسلامية الموريتانية) ، من أهداف الكتاب أيضاً إثبات جنسية موريتانيا القومية شواهد التاريخ وواقعها البشري والإقليمي. وختم الكتاب بدراسة قومية توضح، كما يقول المؤلف "للمتشككين من الجبل الجديد – المثقف – حقيقتهم أي الموريتانيين وترسخ ثقتهم الفكرية بعرقهم (...) ولم تقصر على أبناء الطرف والشنقيطي والمغربي) المعارض، ولا على أنباء الطرف (الموريتاني - الحكومي) الموالي لفرنسا، وبذلك يستطيع إبن المشرق وغيره، الذي لا يعلم عن هذه البلاد شيئاً، أن يعلم كل شيء ..."
