والكتاب غزير بمعلوماته، فهو يبدأ بتناول الإطار الفلسفي لحرية التعبير، وتطور حرية الصحافة في المجتمعات المختلفة، ثم يستعرض أشكال الرقابة الحكومية، والرقابة الخاصة لوسائل الإعلام، كما يعرض لطبيعة العلاقة بين وسائل الإعلام والحكومات، ويتضمن الكتاب حقوق الإعلامي في حماية سرية مصادره، والإطلاع على ما يدور في المنظمات الحكومية، وكذلك حقوق المواطنين في حماية الشرف والاعتبار من جريمة القذف، وحماية أسرار حياتهم الخاصة، والحق في الحصول على محاكمة عادلة، وحقهم في النشر، وحماية الآداب العامة من الأعمال الفاحشة.
