يهدف العمل الذي بين أيدينا إلى الكشف عن مكونات نسق القيم المجتمعي، وأولوياته، حتى يكون بمثابة أطار للعمل في مجال تنمية المجتمع المصري، بالإضافة إلى الإشارة إلى تجارب لمجتمع الريف المصري في مجال تنمية المجتمع، للاسترشاد بها، لتكون بمثابة أطارًا مرجعيًا لفهم أهم ميسرات أو معوقات التنمية في المجتمع المصري، بالإضافة إلى إلقاء مزيد من الضوء على نسق الفكر المجتمعي في تقييمه لمنجزات التنمية.
وينقسم هذا العمل الذي نحن بصدده إلى جزئين أساسيين، أولهما إثراء القاعدة النظرية لممارسة تنمية المجتمع في ضوء نسق القيم والأطار الثقافي للمجتمع المصري، وأيضًا في ضوء الثقافات الفرعية للمحليات في هذا المجتمع، وثانيهما: تقديم بعض التجارب العملية في مجال تنمية المجتمع الريفي وعرضها بطريقة تحليلية لتحديد أهم انجازاتها، وماهية المعوقات التي قابلت هذه التجارب، لنستفيد منها لكي لا تحدث مستقبلًا أو العمل على الحد من تأثيرها في مسيرة تنمية المجتمع الريفي المصري.
