يبرز دور الخدمة الإجتماعية في ضرورة تعديل السلوك المنحرف، وتوفير سبل الرعاية للمجرمين الكبار والصغار ووضع برامج التدخل التي تمكنهم من أن يكونوا مواطنين صالحين، حتى أن فينك اعتبر أم ميدان الجريمة والإنحراف من أهم الميادين التي تتعامل معها الخدمة الإجتماعية. وهذا الكتاب يحتوي على سبعة فصول من خلال بابين ، الباب الأول عن الجريمة، والباب الثاني عن العقاب، حيث يتناول الفصل الأول المفاهيم والتصورات النظرية المرتبطة بمعنى الجريمة والسلوك الإنحرافي مثل مفاهيم الإنحراف ومفهوم الجريمة، والمجرم والمفرج عنهم، والإصلاح والدفاع الإجتماعي، ومكافحة الجريمة، والوقاية من الجريمة، والمؤسسات الإصلاحية، والعقاب، والرعاية اللاحقة. ويستعرض الفصل الثاني النظريات المفسرة للجريمة مثل المدرسة الوصفية، والمدرسة النفسية، والمدرسة الإجتماعية، والمدرسة التكاملية. ويعالج الفصل الثالث جرائم الأمن الإجتماعي وتصنيفها والعوامل التي تؤدي إليها مع الإشارة لجرائم البغاء والتطرف والإنترنت والجريمة المنظمة والعنف. كما يتناول الفصل الرابع بعض الجرائم المستحدثة مثلا الإغتصاب والتحرش الجنسي. أما الفصل الخامس فيعرض للمجرمون الكبار وهم المسجونين ودور الخدمة الإجتماعية معهم والرعاية اللاحقة للمفرج عنهم. في حين يعالج الفصل السادس المجرمون الصغار وهم الأحداث وسبل رعايتهم وتأهيلهم. أما الفصل السابع في الباب الثاني فيتناول مفهوم العقاب وفلسفته وتشريعات المعاملة الجنائية للمجرمين الصغار والكبار. وأرجو من المولى عز وجل أن يضيف هذا الكتاب إلى هذا المجال شيئاً علمياً بسيطاً يساهم في الوقاية من افنحراف لتوفير الأمن والأمان للوطن والمواطنين.
