يعالج البحث كيفية تفعيل برنامج إصلاح التعليم الأساسي في ضوء الخطة الاستراتيجية القومية لإصلاح التعليم قبل الجامعي في مصر من خلال مدخل تفعيل الاهداف المهارية التي تتعلق بأدوار ومهام كل من المديرين والمعلمين ومؤسسات المجتمع المدني، بجتنب الحاجة إلى التركيز على تنمية المبدعين ورعاية الموهوبين لأنهم يمثلون قادة المستقبل نظرياً.
ويواكب الإطار النظري إجراءات البحث الميدانية حيث طبقت استمارة بحث على عينه من (500) خمسمائة من المديرين والوكلاء والمدرسين من الذكور والإناث، ومن القاهرة الكبرى والوجهين القبلي والبحري.
ويستخدم البحث المنهج الوصفي لموضوع الدراسة، ويتضمن المنهج وصف وتحليل وتفسير ما هو قائم فعلاً، والعوامل المؤثرة في هذا الواقع إيجابياً وسلبياً، وأهم المشكلات التي تواجه هذا الواقع.
