وإذا كانت المؤسسات تسعى بصفة عامة إلى تحقيق أهدافها ونشاطاتها عن طريق الأداء الصحيح ، فإن هذا الأخير لا يتأتى إلا عن طريق التدريب إذا كان مبنياً على أسس سليمة ، والتنفيذ المنظم والمتابعة المستمرة له . ولهذا يعتبر التدريب وتنمية الموارد البشرية من أهم وأقوى عناصر العمل في إدارة الموارد البشرية ، حيث أننا نلاحظ الاهتمام الكبير الذي توليه المؤسسات لموضوع التدريب سواء كان تدريباً فنياً تقنياً أو تدريباً إدارياً .
ومنه فالعالم اليوم يعيش تحوّلات وتغيرات إقتصادية جذرية ؛ ساهمت في تغير الكثير من المفاهيم والهياكل الإدارية التقليدية واستبدالها بأخرى تتميز بالحركية والتبدل والتطور السريع ، ولكي ترتقي المؤسسات إلى الريادة ، لا بد لها أن ترسم نهجاً تسلكه لتطوّر وتنمي مواردها البشرية ، إذ أن أغلب الخطط التي يتبناها المسيرون الإداريون فيما يتعلق بالتطوير والتنمية ، تتمحور حول العنصر البشري ، الذي يعد اللَبِنة الأساسية في ترقية تلك المؤسسات في مختلف الحالات .
