إن هذا التقرير حول تقدم العمل هو معد ليقدم باسم لبنان إلى قمة جنيف في حزيران 2000، لمتابعة التقدم المنجز في تنفيذ مقررات قمة التنمية الاجتماعية في كوبنهاغن. يقدم هذا التقرير لمحة شاملة عن التقدم الذي تم إحرازه على الصعيد الوطني في تطبيق توصيات القمة العالمية للتنمية الاجتماعية، ويعالج التقرير القضايا الثلاث التالية: القضاء على الفقر، والعمل المنتج، والعمل المنتج، والاندماج الاجتماعي. يعرض التقرير بالتفصيل آثار الماكرو-اقتصادية على الظروف الاجتماعية. وفي هذا السياق، يسلط الضوء على التراجع في النمو الاقتصادي المصحوب بتغيير نسبي في بنية الناتج المحلي القائم، وذلك من خلال تنامي حصة الفائدة على حساب المكونات الأخرى لهذا الناتج، ولا سيما الربح والأجور. وما يمكن استنتاجه في هذا الوضع، هو أنه خلال السنوات الخمس الأخيرة، برزت ظاهرة تمثلت في إعادة توزيع الدخل، أدت إلى انتقال الموارد من العاملين لقاء أجر إلى حاملي سندات الخزينة.
