لقد أضحت القارة الأفريقية منذ نهاية الحرب الباردة موضوعاً لجدل واسع النطاق بين الدارسين والمحللين الذين حاولوا تفسير ديناميات منظومة الأمن والسلام الأفريقية.
وتمثلت السمة البارزة لهذا الجدل النظري في القول بأن أفريقيا تفتقر إلى وجود منظومة أمنية متطورة يكون بمقدورها إحتواء الصراعات وإدارتها بأساليب سلمية ومن اللجوء إلى العنف.
وبناء عليه، فقد كان الإعلان عن قيام الإتحاد الأفريقي في عام 2002 بمثابة تحول مفصلي في مجال العمل الأفريقي المشترك، إذ سرعان ما أصبح الإتحاد فاعلاً مهماً في مجال تعزيز السلم والأمن والإستقرار في أفريقيا؛ ولعل ما يضفي أهمية علمية وواقعية على هذه الدراسة أن الإتحاد الأفريقي قد استطاع ترسيخ أقدامه في القارة الأفريقية خلال الفترة القصيرة الماضية من خلال أدواره المتعددة في مجال دعم السلام، مثل الوساطة، والتدخل العسكري، ومراقبة الإنتخابات، وفرض العقوبات.
ولعل ذلك ما دفع بعض المتحمسين من دعاة الوحدة الأفريقية إلى القول بأن الإتحاد الأفريقي سوف يجسد عملياً شعار "الحلول الأفريقية للمشكلات الأفريقية"؛ وتتمثل إشكالية البحث الرئيسية في أن الإتحاد الأفريقي طرح قيماً وأنماطاً معيارية جديدة في التفاعلات البينية والدولية الأفريقية، مثل الحكم الصالح، وإحترام ثقافة حقوق الإنسان، وتعزيز الأمن والإستقرار.
غير أنه لا يزال يواجه عقبات وتحديات كبيرة قد تدفع به إلى النمط ذاته الذي كانت عليه منظمة الوحدة الأفريقية، وإذا كان الإتحاد الأفريقي يمثل في حقيقة أمره منظمة أفريقية جامعة، فإنه يتعين عليه أن يكون أكثر إستجابة لمطالب الجماهير الأفريقية، وذلك وفقاً للمنظور الديمقراطي.
وعليه، فإن التساؤلين المحوريين اللذين تعنى هذه الدراسة بالإجابة عنهما هما: ما هي أدوار الإتحاد الأفريقي ودينامياته في تعزيز الأمن والإستقرار في القارة الأفريقية؟ وهل إستطاع الإتحاد أن يكرس مجموعة من القيم والمعايير تستطيع أن تشكل ثقافة أمنية جديدة في أفريقيا بحيث تحترم حقوق الإنسان والحكم الرشيد والشفافية والمساءلة؟...
يعني ذلك أن التركيز في هذا البحث سوف ينصب، أساساً، على دور الإتحاد الأفريقي في بناء النظام الأمني الجديد في أفريقيا من خلال طرح رؤية تقويمية لطبيعة هذا الدور والتحديات التي تواجهه.
