هذا الكتاب هو العدد الثالث من سلسلة دراسات وثائقية التي ولدت عملاقة وهو كتاب مهم ينشر فيه مؤبفه الدكتور عماد هلال مجموعة متميزة من النصوص القانونية الجنائية التي لاغنى عنها للباحثين في تاريخ التشريع الجنائي المصري في القرن التاسع عشر، وقد جمعت هذه النصوص بأمر الخديو إسماعيل في سجل بعنوان "مجموعة أمور جنائية" وهذا الكتاب الذي بين يدي القارئ الكريم يحقق اكثر من هدف من أهداف سلسلة "دراسات وثائقية" فهو من ناحية يعرف بمجموعة مهمة ومتميزة من الوثائق التي تقتنيها دار الوثائق القومية، وهي الوثائق القنونية، وخاصة سجل "مجموع أمور جنائية" الذي يقدم تاريخاً مبسطاً للتشريع الجنائي المصري في بعد مقارن، بحيث يرى الباحث في مكان واحد كل النصوص القانونية التي طرأت على تشريع معين، فيرى تطور التشريع من حيث تخفيف العقوبة أو تشديدها، ومن حيث تغير فلسفة العقوبة وأهدافها، ومن حيث الصياغة القانونية وتطورها، وهو من ناحية أخرى يقدم للباحثين في تاريخ التشريع والقانون، وللباحثين في التاريخ الإجتماعي والإقتصادي بشكل عام، مادة تاريخية جديدة كانت مجهولة لأغلبهم، سوف تساهم بالتأكيد في تنمية أبحاثهم وترصينها.
وقد قام الدكتور عماد هلال بالتقديم لهذا العمل المهم بدراسة موسعة عن تاريخ التشريع الجنائي المصري في القرن التاسع عشر، تقدم إجابات وافية عن كثير من الأسئلة التي كانت مطروحة في هذا المجال، كما نجح من خلال هذا المجموعة القانونية "مجموع أمور جنائية" وغيرها في الكشف عن كثير من القوانين التي كانت مجهولة وسد كثيراً من الثغرات في تاريخ التشريع الجنائي في مصر القرن التاسع عشر.
