السؤال الذي يطرح نفسه هو "أين نحن من المنظومة التكنولوجيا العالمية؟" و"نحن" هنا تعود على المنطقة العربية بأسرها، فهل سنظل كما نحن دولاً مستهلكه للتكنولوجيا فقط أم سنتخطى هذه المرحلة ونصبح منتجين لها؟ ولكي نتخطى هذه المرحلة: لابد من مواكبة هذا التطور المطرد ليس فقط بمحاولة الوصول إلى ما وصل إليه العالم الغربي، بل نتخطى ذلك وتكون البداية من حيث انتهى الآخرون: خصوصاً في مجال إدارة الوثائق والأرشيف، على أن يتأتى ذلك. على مستوى الدول العربية بعامة والمجتمع المصري بخاصة. بما يتناسب مع الإمكانات البشرية والمادية المتاحة، والتى يمكن توظيفها لتضييق الفجوة بين ما هو نظري وما هو تطبيقي في مجال إدارة الوثائق والأرشيف.
وإذا أخذنا في الاعتبار ما تتمتع به الأرشيفات الوطنية من أهمية لكونها انعكاساً لهوية الشعوب وتوثيقاً لتراثها، وأيضاً من حيث أنها تعد حلقة مهمة لوصل الماضي بالمستقبل، وتتبلور إشكالية هذا الكتاب في تحليل وتقييم نماذج لمواقع الأرشيفات الوطنية العالمية والعربية على الإنترنت، والوقوف على مواطن القوة والضعف في كل منها، والوصول في النهاية إلى معايير ومتطلبات إنشاء موقع للأرشيف الوطني على الإنترنت.
