يعتبر الاتصال من أقدم أوجه نشاط الإنسان وهو من الظواهر المألوفة لدينا أكثر من أي شيء آخر وهذه الكلمة السحرية "الاتصال" تعني أشياء كثيرة عند كثير من الناس، وتعتبر عملية الاتصال عملية معقدة اجتماعيًا وتشكل إحدى المكونات الأساسية للجماعة حتى يمكن القول أنه لا يمكن في الأصل تصور جماعة بدون الاتصال والاتصال أيضًا هو عملية ربط مقصودة بين طرفين مرسل ومستقبل لتأدية وظيفة محددة في إطار النشاط الإنساني والاتصال أيضًا هو عملية اجتماعية إنمائية وغايتها هو حصول الفرد والجماعة على المعارف والمعلومات والإلمام بتجارب الأفراد والجماعات الأخرى، والاتصال هو الركن الأساسي في دراسة النفس البشرية فبدونه نكون عاجزين عن فهم معاناة النفس وعن سير أغوارها وأمانيها ورغباتها بل إن غياب الاتصال يجعلنا عاجزين عن تحديد أمراض النفس.
كذلك الفارق بين الإدارة الفعالة والإدارة غير الفعالة ما هو إلا انعكاس للفارق بين قدرة الأولى على اتخاذ القرار السليم وعدم قدرة الثانية على اتخاذه ويتوقف اتخاذ القرار بالشكل السليم على كمية ودقة البيانات والمعلومات المتاحة وبالتالي يمكن القبول أن الأسلوب الفعال لتوفير هذه البيانات والمعلومات المتاحة إذن جوهر اتخاذ القرارات هو الاتصالات التي يستخدمها متخذ القرار في جميع خطواته، حول هذه المفاهيم والنظريات التي توضح لنا مفهوم الإتصال تأتي فصول هذا الكتاب، لنقترب أكثر وأكثر من فن الاتصال بالجماهير وعلاقته بالإعلام الخارجي، وكذلك قطاعاته المختلفة، فنجد الكتاب ينقسم إلى أربعة فصول كالتالي: (الفصل الأول: مدخل إلى الاتصال- مفهومه ووسائله، الفصل الثاني: الفضائيات العربية والاتصال الجماهيري، الفصل الثالث: نظريات الاتصال، الفصل الرابع: الهيئة العامة للاستعلامات وقطاعاتها الداخلية والخارجية).
