أصدر مجلس الأمن العديد من القرارات التي تتعلق بالعراق خلال مدة زمنية قصيرة واستناداً إلى الفصل السابع من ميثاق الأمم المتحدة... تضمنت هذه القرارات إجراءات وتدابير متشعبة ومتداخلة تناولت قضايا كثيرة، لم يسبق لمجلس الأمن أن تناول قسماً منها بالكيفية والصيغة التي وردت في قراراته هذه.
ويدور هذا الكتاب حول هذا الموضوع. هذا وإن أهميته لا تنطلق من خطورة القرارات التي اتخذها مجلس الأمن إزاء العراق فحسب، فقد قام مجلس الأمن باتخاذ قرارات عديدة قادته إلى التدخل في مناطق كثيرة من العالم، والولوج في موضوعات تعد من اختصاص أجهزة أخرى في الأمم المتحدة، أو التدخل في الشؤون التي هي من صميم السلطان الداخلي للدول ضمن إطار المفهوم الواسع لحفظ السلم والأمن الدوليين. الأمر الذي أدى إلى خرق واضح وكبير لمقاصد الأمم المتحدة ومبادئها، وتجاوز لحدود السلطة التقديرية لمجلس الأمن.
إن دراسة هذا الموضوع الواسع قد تمت من خلال تقسيم البحث على تمهيد وثلاثة فصول وخاتمة واستنتاجات. فقد تناول المؤلف في التمهيد أهمية مجلس الأمن والاتجاهات التي انتهجها خلال السنوات الست الماضية عبر قراراته التي تضمنت العديد من الإجراءات والتدابير التي أثارت النقاش والجدل عليها.
أما الفصل الأول فقد تناول سلطات مجلس الأمن في مجال حفظ السلم والأمن الدوليين. وفي الفصل الثاني عالج سلطات مجلس الأمن كونها مطلقة أم قصيرة، وإذا كانت مقيدة فما هي القيود التي ترد على سلطات المجلس... أما الفصل الثالث فقد تمت دراسة استخدام السلطة التقريرية لمجلس الأمن في حالة العراق ولا سيما فيما يتعلق بالتدابير الاقتصادية التي تمّ اتخاذها واستخدام القوة العسكرية، وفرض تسوية الحدود بين العراق والكويت، وأخيراً فرض نظام التعويضات الذي اعتمد ضد العراق.
