أن ضرورة السعي نحو التنظيم الدولي لنشاطات الشركات متعددة الجنسية لا يمثل ضرورة حتمية صيانة لمصالح الدول فقط, وانما أيضا من أجل تقرير ضمانات لتأمين هذه الشركات في مواجهة المخاطر التي تتعرض لها حاليا, أو علي الأقل لتحسين صورتها أمام الرأي العام.
وهكذا يصبح التنظيم الدولي لنشاطات الشركات المذكورة أمرا وأردا وينبغي أن نلم بمضمونه, وبالمدى الذى وصل إليه. أن نقطة البدء في البحث عن هذا الهدف تستند الى حقيقة هامة ترتبط بطبيعة الشركة النتعددة الجنسية فهي عبارة عن وحدة اقتصادية تمارس نشلطها في مجالات متعددة (استثمارات- علاقات عمل- نقل تكنولوجيا...الخ) وتؤثر علي مصالح أطراف متعددة (الدول الأم- الدول المضيفة) فالتعددية ظاهرة تلازم وجود هذه الشركات.
في ضوء هذه الحقيقة فان التنظيم الدولي لنشاطات متعددة الجنسية أما أن يتناول بعض أو كل المجالات المذكورة, أو يضم بعض أو كل الأطراف السابق الاشارة إليها, والصيغة المثلي للتنظيم الدولي الجنسية أن يتناول كل المجالات ويضم أيضا كل أطرافها, ويتعين لدراسة التنظيم الدولي في معالجته الجزئية لهذه المسألة: مجال معين للتنظيم أو شمول التنظيم لطرف واحد (الفصل الأول) ثم نبحث المعالجة الشاملة لها: كل المجالات- جميع الأطراف المعنية (الفصل الثاني).
