لزيادة فاعلية الشرطة في مجال مكافحة الجريمة عليها أن تهتم بالمنظور الإجتماعي للجريمة، الآمر الذي يفرض على أجهزة الشرطة ضرورة أن تطور جهودها وإجراءاتها الأمنية لكي تخرج بها من النطاق الأمني التقليدي إلى الجوانب الإجتماعية المرتبطة بنشوء الجريمة وتزايدها. هذا وقد تنبهت أجهزة الشرطة في الآونة الأخيرة للحقيقة السابقة.
لذلك كان هذا الكتاب الذي تناول موضوع الشرطة المجتمعية والسلوك الإنحرافي والدفاع الإجتماعي كمحاولة للتأكيد على موضوع الشراكة بين المواطن ورجل الشرطة ونعتقد أن هذا هو أول كتاب باللغة العربية في هذا الموضوع وقد احتوى الكتاب على خمسة أبواب " الشرطة المجتمعية مفهوم حديث، الشرطة المجتمعية والوقاية من الجريمة والإنحراف، الشرطة المجتمعية ورعاية المنحرفين، الشرطة المجتمعية ورعاية ضحايا السلوك المنحرف، دراسات وبحوث في مجالات الشرطة المجتمعية".
