ترجع أهمية دراسة موضوع الموظف الدولي ومدى مسئولة المنظمة الدولية عن أعماله، إلى أن الموظف الدولي يعمل لحساب تلك المنظمة فهو يمثل عصب وشريان الحياة بها، فعن طريقة تصل المنظمات إلى أهدافها، لذلك أصبح من الضروي التعرض لدراسة النظام القانوني لهؤلاء الموظفين، وما يتضمنه من قواعد ومبادئ وأحكام تنظم أوضاعهم وتضبط علاقتهم بالمنظمة الدولية التي يعملون بها بما يكفل لهم تحقيق الإستقرار الوظيفي المنشود الذي يمكنهم من الوصول إلأى ما تصبو إليه المنظمة.
وترجع أهمية دراسة الموضوع أيضاً من إلى ضرورة التعرف على الأحوال التي يكون فيها الموظف الدولي مسئولاً عن أخطائه وأفعاله، وهل تسأل المنظمة الدولية عن تلك الأخطاء، وكذلك ضرورة التعرف على الأسس التي تبنى عليها مسئولية المنظمات الدولية نيابة عن موظفيها.
وفي ضوء ما تقدم فقد قمت بتقسيم الدراسة إلى فصلين: (الفصل الأول: يتحدث عن النظرية العامة للموظف الدولي، ماهيته وطبيعة العلاقة القانونية التي تربطه بالمنظمة الدولية، وكذلك طرق التعيين في الوظيفة العامة الدولية ثم الآثار القانونية المترتبة على رابطة الوظيفة الدولية، الفصل الثاني: يتناول النظام القانوني لمسئولية المنظمات الدولية عن أعمال موظفيها، من حيث أحكام تلك المسئولية وطبيعتها القانونية وكذلك على أساس تلك المسئولية، وأخيراً أشرنا إلى دعوى المسئولية الدولية المرفوعة ضد المنظمة الدولية من حيث شروطها وآثارها).
