بعد ان اصبحت التجارة الالكترونية حقيقة واقعية فإنه لم يعد بمقدور العاملين في مجال المبادلات الاقتصادية تجاهلها.
والسؤال الآن هل يتطلب اندماجنا في الاقتصاد العالمي إصدار قانون خاص منظم للتجارة الإلكترونية ام إنه يكفي مجرد إدخال عدة تعديلات علي التشريعات ذات الصلة، وقد يكون من المفيد أن نذكر في هذا الشأن أن التنظيم القانوني للظواهر الاقتصادية لن يكون سليماً إلا إذا استند إلي دراسات معمقة تبين المواطن التي تتطلب تدخل القانون بأدواته المتنوعة.
ومن هذا المنطلق عقدت العديد من الندوات وورش العمل، والتي من بينها هذه الندوة التي عقدتها المنظمة في القاهرة في إبريل من العام الماضي، تحت عنوان "ندوة عقود التجارة الإلكترونية ومنازعاتها".
ويتكون هذا الكتاب من اوراق العمل والبحوث التي قدمت ونوقشت في الندوة ولأهمية الموضوعات التي ناقشها الحاضرون في الندوة ولأنها كانت محصورة ومحددة بين الخبراء الذين حضروا الندوة، فقد ارتأينا أن نجمعها في كتاب واحد لتوسيع دائرة الاستفادة منها.
وأخيرا نأمل أن تجدوا في هذا الكتاب ما يفيدكم، وأن يكون قد حقق الهدف المطلوب منه في التوعية بأهمية الجوانب المختلفة للمعاملات التجارية الإلكترونية، وأهمية تأطيرها قانونياً.
