تحتل المراكز والمؤسسات البحثية في بلدان منطقة الشرق الأوسط وشمال إفريقيا مرتبة أدنى قياساً إلى مثيلاتها في مناطق أخرى، سواء من حيث عددها، أو تأثيرها، أو استقلاليتها. ولكي تصبح فاعلة، يتعين علىها أن تعمل على تطوير أساليب النشر المعتمدة لديها، وتعزيز إمكاناتها البحثية، وتوفير الفضاء القانوني والسياسي الذي تحتاجه المراكز البحثية المستقلة لأداء مهامها.
ومع أن هناك بين مؤسسات البحث الخليجية من استهدف توسيع دائرة تأثيره من خلال إقامة برامج، سواء رسمية أو غير رسمية، والدخول طرفاً في شراكات دولية، فمن الواضح أن مركز الإمارات للدراسات والبحوث الاستراتيجية بات يشكل موقعاً مثالياً لإقامة منظومة تعاونية في إطار مجلس التعاون، ولتولي زمام القيادة إقليمياً في هذا الشأن. فهذا المركز يمتلك بالفعل امتداداً وحضوراً مؤثرين إلى حد بعيد على المستوى الإقليمي، ويستضيف بصورة منتظمة الكثير من الباحثين وصنّاع السياسة، سواء من داخل المنطقة أو من الولايات المتحدة الأمريكية؛ ويتميز بنشاطاته البحثية القوية.
وفي هذا الصدد، تقدم المحاضرة مقترحاً يؤكد على الحاجة إلى بناء شبكة إقليمية لمراكز الأبحاث على مستوى مجلس التعاون، وإن عقد شراكة من هذا النوع يبدو حلً معقولاً ينسجم مع رسالة دول المجلس العامة المتمثلة في تحقيق تعاون واندماج أكبر على الصعيد الإقليمي. ولا ريب في أن مزيداً من التنسيق ما بين المراكز البحثية البارزة سيقوي مشروعيتها، ويزيد من تنوع فضاءات التأثير والتواصل لكل منها، وسيصب بالتالي في تعزيز عملية التنمية إلى حد كبير في دول المجلس ومنظماتها المدنية. وفوق هذا وذاك، فإن بناء جبهة موحدة – وشراكة مع المراكز الأمريكية– سيعزز القدرات والإمكانات الذاتية لكل مركز خليجي، ويحقق الأهداف الجماعية البعيدة الأمد لدول المجلس قاطبة.
