توصف العملية التّدريسيّة بأنّها منظومة من حلقات مرتبطة ومتفاعلة، يؤثّر بعضها في بعض ويتأثّر به، وتشمل هذه الحلقات: أهداف التّدريس، ومحتواه، وأساليب التّدريس، ونظم التقويم، وأيّ تحديث لأيّ منها يؤثر في الحلقات الأخرى؛ ويشكل التّقويم جهاز التّحكّم في هذه المنظومة، فهو مسؤول عن العملية التدريسية برمتها من خلال التغذية الرّاجعة التي يوفّرها، وهو مسؤول عن تطويرها؛ ورغم أهمّية التّقويم فإنّ التّطوير قد شمل جميع حلقات المنظومة التّدريسية بإستثناء التّقويم؛ ويُعدّ المعلّم أحد المتغيّرات الهامّة في العملية التدريّسية، ومعرفة كفايته لها أهمّية خاصّة، مّما جعلها تحظى بإهتمام الباحثين منذ زمن طويل (القفاص، 2010).
ويعتبر المعلّم الركن الأساس في العملية التعليميّة، ومولد الطّاقة الرّئيس لإستمرارها وتحقيق أهدافها، لذا أصبح من الضّروريّ لهذا المعلّم أن يحافظ على مستوى أداء عال، ورفع كفاءته، وتفعيل كفايته بإستمرار.
لذلك يتطلّب الأمر تطوير أساليب تقويم المعلّم وتنويعها لضمان تحسين مخرجات العمليّة التربويّة والتعليميّة المتمثّلة بخرّيجين متميّزين بمستويات أكاديميّة وأدائيّة، تؤهّلهم للتكيّف مع متطلّبات القرن الواحد والعشرين، حيث تتسابق الأمم الحيّة في مضمار التفوّق والإبداع، وإحتلال الموقع الأفضل، في زمن لا مكان فيه لأمّة ضعيفة علميّاً ومتخلّفة تكنولوجيّاً.
