يدور البحث حول مفهوم العمل الإعلامي ومدى تأثيره سواء (المرئي او المقروء والمسموع )على معدل ارتكاب الجريمة في المجتمع فالأعلام هو النافذة التي يطل بها الافراد على المجتمع مما جعل الاعلام العالم قريه صغيره تتطاير فيها الأفكار في فتره وجيزة فهو رايه للحرية وابداء الآراء ويضمن حرية الرائي والفكر ولكى يحقق الاعلام رسالته ويحقق الديمقراطية وسلامة ابداء الرائي كان على المشرع ان يحدد للأعلام نطاق محدد يدور حوله ولا يخرج عن هذا النطاق لأنه اذا خرج عن هذا النطاق اصبح الأعلام حدا لسيف يقطع اواصل المجتمع ويزيد من معدل ارتكاب الجرائم في المجتمع ولذلك فكافة التشريعات تحاول ان توازن بين حقين الأول ضمان حرية الرائي عبر الاعلام ومن جهة أخرى حق محاربة الأفكار الهدامة في المجتمع ولذلك
فالبحث يدور حول مدى تأثير العمل الإعلامي على معدل الجريمة وما المسؤولية الجنائية عن العمل الإعلامي اذا انحرف عن مساره الواجب ان يتبعه
