هذا الكتاب يعود بنا إلى الأربعينيات من القرن المنصرم ففي فجرها ظهر الحزب الشيوعي العراقي بقيادة فهد بنظرية علمية وتنظيم لم تعهد نوعيته أحزاب العشرينيات والثلاثينيات من القرن الماضي. لقد كان هذا العهد حقاً عهد تحول وانعطاف في مسار الحركة الوطنية وأساليب وحدتها وكفاحها ضد الاستعمار البريطاني للعراق والرجعية المحلية التابعة. ولعبت عوامل مهمة في تعميق هذا الانعطاف السياسي والاجتماعي وأهمها الحرب العالمية الثانية التي عكس مجراها انتصار القوى الديمقراطية على الفاشيةوأثار هذا الانتصار على الشعب العراقي وشعوب العالم.
كانت الخطوات الأولى التي اهتم بها الرفيق فهد وهو يضع اللبنات الأولى لبناء حزبه هي إعادة دراسة الأفكار والأذهان والاتجاهات الرئيسة التي سادت هذين العقدين اللذين سبقاه أعني بهما العشرينيات والثلاثينيات ودراسة كاملة لخارطة العراق السياسية والاجتماعية والاقتصادية في بداية الأربعينيات.
ولا شك في أنه توصل من هذه الدراسة إلى أن رجال العشرينيات الأوائل قد خلصوا بعد دراسة لتوازن القوى التي حسمت ثورة العشرين إلى أن النهج السياسي الذي يجب أن يتبنوه هو أسلوب الكفاح السلمي ضد العدو المستعمر، وطور هلاء الرجال العظام معالم ومضامين هذا الخط السياسي في الوثيقة التاريخية التي عرفت وقتها "بالبيعة المشروطة".
