أخذت المجموعة الإقتصادية الأوروبية ومن خلال مراحل تطورها التدريجي وبناء مؤسستها الإندماجية مبدأ العمل المشترك، فالميثاق الأوروبي الذي أقر مبدأ الإجتماع في معالجة القضايا داخل المجموعة الأوروبية وجعلها بصورة فورية لصالح وحده فدرالية أوروبية جعلها ذا تأثير مهم على العلاقات الخارجية للمجموعة الأوروبية، وأن كانت غير متجانسة إلا أنه كانت هناك سياسة أوروبية موحدة، حيث بدأ الساسة الأوروبيون يبحثون في الجهود السابقة التي انطلقت نحو الهدف وأن اختلفت الخطوات الأولى لتمهيد الطريق وتشجيع التعاون الدولي.
حيث تم تأسيس المنظمة الأوروبية للتعاون الإقتصادي في عام 1948م، وعقدت إتفاقية بروكسل للتعاون العسكري وبعدها تم إنشاء مجلس أوروبا، وقد تُوجت جميع هذه الجهود في تشكيل الجماعة الأوروبية للفحم والصلب عام 1951م"، وأخذت أوروبا تنتقل من خطوة إلى أخرى حتى وصلت إلى محطة معاهدة روما عام 1957م، للإعلان عن الجماعة الأوروبية، ودفع النجاح إلى إنشاء منظمتين إقتصاديتين هما: الجماعة الأوروبية الإقتصادية وجماعة الطاقة الذرية، أن تطور العلاقات الأمنية المشتركة تشكل مرحلة جديدة من مراحل السياسة الأمنية الأوروبية في التكامل الأوروبي فقد تم طرح هذه السياسة جانباً لبعض الوقت عندما أخفق مشروع الجماعة الدفاعة الأوروبية في عام 1954م.
وقد كانت أول محاولة ناجحة بعد فشل جماعة الدفاع الأوروبية، تأسيس التعاون السياسي الأوروبي في أكتوبر من عام 1970م بين وزراء خارجية الدول الأوروبية الأعضاء في الجماعة الأوروبية لتبادل المعلومات وتنسيق سياساتهم الخارجية قدر الإمكان ومع تحرك دول الإتحاد الأوروبي لوضع البذور الأولى للعمل المشترك في المجالين السياسي والأمني، عبر حيازة سياسة خارجية وأمنية مشتركة بدا واضحاً من متابعة مسيرة العمل الأوروبي المشترك ومع تحول الجماعة الأوروبية إلى إتحاد أوروبي بعد إتفاقية ماستريخت سنة 1991م، تم إنشاء ثلاثة دعامات أساسية للإتحاد الأوروبي وتشمل: الدعامة الأولى: "الجماعة الإقتصادية الأوروبية"، الدعامة الثانية: "السياسة الخارجية والأمنية المشتركة"، الدعامة الثالثة: "الشؤون الداخلية والعدالة".
