إن التقويم – بالمعنى الواسع – يعني التحقق بالتجربة والإختبار، أو تحديد قيمة أي شيء. أما نحن فسوف نستخدم التقويم بمعنى أكثر دقة ليكون بمعنى تقويم البرنامج، أو بمعنى آخر أبحاث التقويم التي تعرف بوصفها نشاط من أنشطة العلوم الإجتماعية الموجهة نحو جمع المعلومات وتحليلها، وتفسيرها، ونقل المعلومات عن العوامل المؤثرة، وعن مدى فاعلية البرامج الإجتماعية. وتجري عمليات التقويم لعدة أسباب عملية منها: المساعدة في اتخاذ القرارات حول البرامج وتحديد ما إذا كانت ستستمر، أو سوف تُحسّن، أو توسّع، أو تقلّص؛ ومنها تقييم استخدام البرامج الجديدة والمبادرات؛ ومنها زيادة فاعلية إدارة وتشغيل البرنامج؛ ومنها توفير حدود المساءلة لداعمي البرنامج. وإضافة إلى ذلك، فإن عمليات التقويم يمكن أن تسهم في المعرفة الحقيقية والطرائق المختلفة للعلوم الإجتماعية.
وفهم التقويم حسب تطبيقاته الحالية يتطلب فهماً واعياً بتاريخه، وبمفاهيمه وأهدافه المميزة له، والتحديات والجهود والتوترات التي تشكل ممارسته. ويمثل تقويم البرامج تهيئة طرق البحث الإجتماعي المتعلقة بمهمة دراسة التداخلات الإجتماعية للحصول على أحكام قوية وثابتة عن المشكلات الإجتماعية التي يراد دراستها، إضافة إلى دراسة البرامج المتصلة بتلك المشكلات من حيث يتصميمها، وتطبيقاتها،ـ وآثارها ومدى فعاليتها. ومثل هذه الدراسات الفردية في مجال التقويم، إضافة إلى مجموع المعارف التي يمكن الحصول عليها من دراسات مشابهة لها، يمكن أن تكوّن اسهامات فاعلة للعمل الإجتماعي الواعي الذي يسعى إلى رفعة البشرية.
لقد كانت هناك مجهودات منظمة عديدة منذ القدم حاولت أن تفهم، وتصف، وتحسّن جوانب القصور في الأحوال البشرية. وهذا الكتاب يتعمق في أصول الدراسة العلمية للمشكلات الإجتماعية، ويزيد من رفاهيتنا الفردية والإجتماعية من خلال الإبداع المنظم والتطبيق المعرفي. وعلى الرغم من أن مصطلحي "تقويم البرامج" و "أبحاث التقويم" جديدان نسبياً، فإن الأنشطة التي سنتناولها تحت هذين العنوانين ليست جديدة، حيث يمكن أن نتتبع ىثارها منذ بداية العلوم الحديثة. فقبل ثلاثة قرون أشار كرونباخ وزملاؤه (1980م) (Cronbach and Colleagues) للتقويم، وحاول توماس هوبيز Thomas Hobbes ومعاصروه أن يحسبوا قياسات رقمية لتقييم الأوضاع الإجتماعية، ولتحديد أسباب الوفاة، والإختلال الإجتماعي.
