تَضَمنتْ هذه الرسالة دراسة إجتهادات عمر بن الخطاب رضي الله عنه الإدارية في ضوء مقاصد الشريعة الإسلامية، وذلك بعرض إجتهاداته في إدارة الدولة الإسلامية بإعتباره إمامها ومدبرَ شؤونها، وتحليل الدوافع والدواعي لهذه الإجتهادات والطرق التي اتبعها لتطبيقها، والأهداف التي أراد تحقيقها من خلالها، ومناقشة هذه الدوافع والطرق والأهداف لمعرفة مدى تحقيق هذه الإجتهادات لمقاصد الشريعة الإسلامية.
وتهدف الدراسة إلى تقديم رؤية إدارية مقاصدية من خلال تقديم النموذج القدوة في تحقيق مقاصد الشريعة الإسلامية وهو شخصية عمر بن الخطاب رضي الله عنه الإدارية، وبيان علاقة الإجتهاد بعلم الإدارة، وبيان إهتمام عمر بن الخطاب رضي الله عنه بعلم الإدارة في سعيه لبناء الدولة الموافقة لمقاصد الشريعة الإسلامية.
وقد تَمّت الدراسة بالإعتماد على منهج مكتبي يعتمد في جمع مادته على الإستقراء والتقصي للآثار المروية عن عمر بن الخطاب رضي الله عنه، كما يُعنى بالتحليل النظري النقدي لموضوعات البحث بإستقراء أقوال العلماء والمختصين في العلوم المتعلقة بموضوعات البحث وتحليلها، كما وتعتمد الدراسة على المنهج التاريخي تتعلق البحث بحقبة تاريخية ماضية رغم تحليلها وفقاً للمنظور الإداري الحديث.
وقد خَلُصَتّ الدراسة إلى بيان أثر الإسلام في شخصية عمر بن الخطاب رضي الله عنه الإدارية من خلال تغير معاييره في تقييم الأمور بدءً بوضع الأهداف التي سعى لتوافق مقاصد الشريعة الإسلامية مما تبعه تغير في الأسس التي استند عليها في إدارة الدولة والتي جعل ميزاتها الشريعة الإسلامية فما توافق معها من أسس إدارية وضعية قَبِل وما تعارض طرح، إضافة إلى تغير الوسائل المحققة للأهداف والتي لا تبررها غاياتها السامية في حال فسادها، وقد بَيَنت الدراسة وضوح شخصية عمر بن الخطاب رضي الله عنه الإدارية من خلال الإهتمام بالإدارة وإستخدام الإجتهاد كأداةً من أدواتها وتأسيس نظام إداري للدولة يتسم بالمرونة بما لا يعارض ثوابت الشريعة ويهتم بالشورى مع المحافظة على مركزية القرار ويفهم الأحداث بواقعية بالإعتماد على أصول الشريعة ويستفيد من الأنظمة الوضعية حتى لو كان مصدرها حضارات غير إسلامية ما لم تخالف مبادئ الشريعة الإسلامية.
