يهتم معهد التنمية الإقتصادية التابع للبنك الدولى - عادة - بالقضايا الفنية، وبالسياسات القطاعية، وتوصيف السياسات المالية والسياسات الصناعية، ولكن الجديد فى موضوع الندوة هو النظر إلى آلية تطوير السياسات وتفاصيلها.
أما أهداف الندوة فهى: توفير ملتقى لتبادل الخبرات العملية فى إدارة السياسات، وصياغة بدائل السياسات، وآليات الشبكات المساندة لصناعة السياسات، والعملية الفعلية التى بمقتضاها يتم صنع السياسات وتنسيقها ومراقبة تنفيذها - ربط عملية إدارة السياسات بمسألة كسب التأييد لهذه السياسات، ودور جهاز الخدمة المدنية، والقيادات السياسية والمؤسسية فى صياغة السياسات وتنفيذها - التعرف على مدى ملاءمة هذه الإجراءات للدول المشاركة فى هذا اللقاء، والدروس التى يمكن للمرء أن يستخلصها لدول لشرق الأوسط.
ولتحقيق هذه الأهداف، فقد تم جمع نخبة من الخبراء والأساتذة الذين لهم خبرة واسعة فى إدارة السياسات، وسوف يقدمون لنا فكرة عن تجربة التنمية فى اليابات وفى شرق آسيا وتجارب التنمية فى كوريا، ولدينا أحد الخبراء من كوريا سوف يلقى الضوء على تجربة كوريا. يضاف إلى ذلك عرض دراسة من باكستان واستعراض تجارب بعض الدول العربية ومنها مصر وتونس، ونحاول فى نهاية هذا اللقاء أن نرى مدى ملاءمة وصلة هذه التجارب وصلتها بدول المنطقة.
