إن خدمة كتاب الله تعالى والعناية بتسهيل علومه، من أعظم الطاعات، وأشرف القربات الجليلة.
وكان من الذين وجهوا عنايتهم لخدمة القرآن العظيم وعلومه في العهد القريب: طاهر الجزائري، فقد وجه عنايته إلى تفسير كتاب الله تعالى، وبذل فيه الوسع والطاقة حتى أنجزه وأكمله، وأروى به شوقه العلمي فألف "تفسير القرآن الحكيم"، على الوجه الذي رسمه لنفسه وارتضاه.
وقد كان جديراً به أن ينهض بذلك، ويبلغ فيه المبلغ الحميد، لما آتاه الله تعالى من غزارة العلم، ونصاعة الفهم، وسعة الإطلاع، وبعد النظر ومتانة الضبط، وقوة الإتقان، وتفنن المعرفة، وهذه صفات رفيعة قل أن تجتمع في العلماء المتأخرين.
وجعل لهذا التفسير مقدمتين صغرى وكبرى، والمقدمة الصغرى كانت هذا الكتاب الذي سماع وعنونه باسم "التبيان لبعض المباحث المتعلقة بالقرآن"، وذيل هذا العنوان بقوله: (على طريق الإتقان). وقد تحقق هذا الوصف في هذا الكتاب، فكان بحق وجدارة تبياناً متقناً لأهم علوم القرآن، التي تتقدم الدخول في دراسته واستجلاء معانيه.
وقد أودعه الشيخ زبدة ما وقف عليه من مباحث علوم القرآن الأصيلة، والموضوعات الهامة، والفرائد الدقيقة النادرة، بعيداً عن الحشو والفضول والمسائل المكرورة، التي اعتاد كثير من الكاتبين في علوم القرآن أن يملأوا بها تآليفهم.
لقد انتخب العلامة الجزائري مباحث كتابه هذا انتخاب العالم العارف الذواقة، والمحقق المتقن البصير، انتخبه من الكتب الكثيرة الوفيرة التي اطلع عليها مخطوطها ومطبوعها ومخضها واصطفى خلاصة ما استحسنه منها، وكثير من تلك المخطوطات التي نقل منها حتى الآن غير معروفة الأسماء والمسميات للباحثين المعاصرين.
فلذا جاءت مباحث هذا الكتاب –على لطافة حجمه- في ذروة المعرفة المطلوبة من دارسي القرآن الكريم، ونوع تلك المباحث فأدخل فيها من علم الحديث والنحو والبلاغة والعربية وغيرها ما رآه نفيساً وضرورياً متمماً للدراسة القرآنية، فأجاد وأفاد وأحسن.
