من المعروف أن القرن التاسع عشر هو عصر الإستعمار، أذ بلغت حركة الإستعمار الأوروبي درجة كبيرة من التطور في مختلف بقاع الأرض، وأصبح الإحتلال العسكري أمر هام للوجود والسيطرة السياسية، بعد أن كان التغلغل والحصول على الإمتيازات هو وسيلة المستعمر، وكان الغزو الفرنسي لمصر (1798- 1801) بداية لمرحلة جديدة في تأريخها، ربطها بالقوى الكبرى على نحو واسع، ونبه هذه القوى إلى أهميتها الإقتصادية والعسكرية.
وعلى الرغم من أن هذا الغزو كان تجربة غير ناضجة بالنسبة للفرنسيين، ألا انه كان ضربة عنيفة للدولة العثمانية ونبهها إلى أن الزحف الإستعماري الأوروبي بإتجاه الوطن العربي قادم بشكل أعنف مما كان عليه الغزو الفرنسي لمصر.
وتحاول الفرضية التي تطرحها الرسالة الربط بين التغلغل الأجنبي في مصر والتطورات السياسية والإقتصادية الداخلية فيها، إلى جانب علاقاتها الرسمية مع الدولة العثمانية، بوصفها إحدى ولايات هذه الدولة، على الرغم من حالات المد والجزر التي مرت على هذه العلاقة.
بمعنى أن التغلغل الأجنبي في مصر أثر بشكل أو بآخر على التطور الداخلي وحدد العلاقة مع العثمانيين سلباً أو إيجابياً، وقد ترتب على هذه التغلغل أفقار الموارد المصرية، حجز ميزانيتها وإضطرار الحكام المصريين إلى الإقتراض الواسع من الأوروبيين، مما أدى إلى تبعية هؤلاء الحكام للقوى الغربية، وعلى نحو خاص فرنسا وبريطانيا، اللتان تنافستا بشدة على أحكام سيطرتهما السياسية والإقتصادية في مصر.
