عند النظر لطبيعة الإنسان وأسلوبه في الحياة، وجد أنه مدني بطبعة، أي أنه اجتماعي بفطرته، ولا يسهل عليه أن يعيش منعزلاً عن غيره من سائر جنسه، ولا يستطيع أن يحقق بجهده المنفرد كل مطالبه في الحياة، ولعل هذا هو الذي جعل الإنسان يحاول منذ فجر التاريخ البشري أن يلجأ إلى منظمات متوالية لتحقيق أهدافه، فبدأ بالأسرة، وانتقل للقبيلة، ثم الدولة، ثم منظمات أخرى، وهو يريد من وراء كل ذلك أن يحقق تبادل المعونة بين أفرادها، ومعنى هذا أن الإنسان لابد له من أن يتعاون مع بعضه البعض، والإنسان يبذل جهداً بشرياً من أجل تحقيق أهدافه.
وإذا أمعنا النظر في حياتنا اليومية، سنجد أن الإدارة تمارس أولاً على المستوى الشخصي، من خلال إدارة الفرد لشؤون معيشته، لذا فهي توصف بأنها إحساس طبيعيCommon Sense ، فكل منا تقريباً يقوم بتخطيط نشاطه اليومي، وتنظيم ارتباطاته ووقته، والتنسيق بين متطلباته المختلفة، سواء الأسرية أم العملية، والرقابة على تصرفاته وتصرفات من يتعامل معهم.
ومن ناحية أخرى، سنجد أن الإدارة مطبقة على المستوى الجماعي، وذلك من خلال ممارسة مختلف أنواع منظمات الأعمال للأنشطة الإدارية، وسواء أكانت تلك المنظمات خدمية (بنوك، فنادق، مستشفيات، جامعات)، أم صناعية (مركبات الحاسبات الآلية، السيارات)، فكل نشاط جماعي يبغى تحقيق أهداف معينة، والإدارة هنا تقوم بتهيئة البيئة الملائمة على إنجاز هذه الأهداف.
لقد أصبحت الإدارة في هذا العصر من ركائز التقدم فما من اكتشاف أو نشاط أو تغيير أو إنجاز إلا وبالتحليل لأسبابه نجد أن الإدارة تدفعه وتقف خلف وجوده، حيث إن أي محاولة لإحداث التنمية الاقتصادية أو الاجتماعية قد يحتاج إلى وجود رؤوس أموال وطنية وأجنبية، وقد يحتاج إلى تجهيزات وأساليب وطرق تكنولوجية متطورة تستخدم أساليب علمية في التخطيط والتنظيم والتوجيه والرقابة بما يحقق الاستخدام الأمثل للموارد والإمكانات المتاحة ويرفع الكفاءة الإنتاجية إلى حدودها القصوى.
