بدأت التجارب العربية، متأخرة نسبياً في تيار التحول العالمي إلى القطاع الخاص. لكن لهذه البداية المتأخرة ميزة نسبية، تتمثل في الإستفادة من رصيد التجارب العالمية التي سبقتها، ولأن التجارة العربية في التحول إلى القطاع الخاص قليلة نسبياً، فضلاً عن حداثتها، لذلك فإن الكتابات عنها محدودة. وفي ضوء ما تقدم رأينا نشر هذا العمل ويمثل المجلد الحالي بداية لإلقاء الضوء على التجارب العربية في التحول إلى القطاع الخاص، ورصد مسارها، وتقييم أدائها. وقد عقدت المنظمة العربية ندوة عن الموضوع، على هامش فعاليات المؤتمر الدولي للعلوم الإدارية الذي عقد في دبي، بدولة الامارات العربية المتحدة في يوليو 1995. وتمثل الأبحاث التي يضمها هذا المجلد، خلاصة الأوراق التي اشتملت عليها الندوة المذكورة.
سيلاحظ القارئ تفاوت المصطلحات المستخدمة للتحول إلى القطاع الخاص عبر التجارب العربية. ففي دول المغرب العربي يستخدم مصطلح الخوصصة، وفي دول الخليج العربي يستخدم مصطلح التخصيصية أو الخصخصة. وفي مصر وبقية دول المشرق العربي يشيع استخدام مسمى الخصخصة. وقد رأينا أن نبقى على المسميات المستخدمة بالرغم من تفاوتها، للحفاظ على الهوية الخاصة للأوراق التي ترصد التجارب التي يضمها المجلد.
