جاء هذا الكتاب المعنون ب : «تركيا القلقة: في الحداثة والكيان والعلاقة بين الجماعات» ليتناول خصوصاً السياسة الخارجية لتركيا في ظل قيادة الرئيس التركي رجب طيب أردوغان ورئاسته للبلد ولـ «حزب العدالة والتنمية»، حزب الأكثرية الحاكمة هناك، وعلاقة السياستين الخارجية والداخلية في تركيا.
يشمل الكتاب عرضاً مفصلاً لدور حزب أردوغان كنموذج للحداثة والإسلام ولجمع الديمقراطية مع التوجه الإسلامي سياسياً بعد خمس عشرة سنة من الحكم، ويتناول المراحل المختلفة التي مر بها «حزب العدالة والتنمية» منذ تسلمه السلطة عام 2002 وحتى الساعة. في الفصول الأولى، يتحدث نور الدين عن تركيا بعد الحرب العالمية الأولى والطريقة التي تم فيها رسم حدودها بعد سقوط الدولة العثمانية وبعد صعود القائد العلماني التوجه مصطفى كمال اتاتورك إلى السلطة وفرضِهِ سياسات جديدة على البلد منذ عام 1923 وحتى التحولات الجذرية في هذه السياسات في مطلع الألفية الثانية عندما أصبحت السلطة بيد «حزب العدالة والتنمية».
يعتبر المؤلف ان أردوغان اعتمد سياسة خارجية في المنطقة والعالم مختلفة عن سياسة اتاتورك «العلمانية» بالإضافة إلى تطويره الكثير من التوجهات التي ارتكزت عليها الأنظمة التركية السابقة. وفي رأيه في خلاصة الكتاب، ان العلمانيين بقيادة اتاتورك ومن تبعه من معتنقي سياساته لم يطبقوا علمانية حقيقية، كما ان الإسلاميين بقيادة أردوغان و»حزب العدالة والتنمية» لم يريدوا أصلاً أي نوع من العلمانية الاقصائية في تركيا. وما تم التوصل إليه في الفترة الأردوغانية الحالية هي دولة حديثة دينية التوجه يقودها رئيس أصبح المقرر الرئيسي لشتى الأمور، وقد فعل ذلك تدريجيا. وبالتالي، اقترب في نموذج حكمه (إلى حدٍ ما) من نموذج الدولة العثمانية. كما انه نجح (تدريجيا أيضاً) في ضبط وتقليص دور السلطة العسكرية التي هيمنت على السلطة السياسية في تركيا منذ منتصف القرن الماضي وخصوصا منذ عام 1970.
