مؤلّف هذا الكتاب الدكتور وودرو ولسن يجمع بين المعرفة العلميّة والخبرة التطبيقيّة، فهو أستاذ أكاديمي، ورئيس جامعة برنستون، ثم رئيس الولايات المتحدة الأمريكية عن الحزب الديمقراطي ما بين عامي 1913 و 1921.
يهدف هذا الكتاب إلى بيان الحكومة الدستوريّة الأمريكية في بعض صورها الأكثر أهميّة وبروزاً من وجهة جديدة وفي ضوء تحليل جديد لماهيّة الحكومة الدستوريّة وإجراءاتها.
صفتان يتصف بها هذا المؤلّف الذي يعرض لنظام الحكم في الولايات المتحدة، الأولى أن الكتاب ينظر إلى نظام الحكم لا يحسبانه نظريّات مجرّدة أو مفاهيم فكريّة عامّة صمّاء، ولا ينظر إليه في مجال النصوص الدستوريّة والمفاهيم المؤسسيّة في صبغتها اللائحيّة المجرّدة.
إنما ينظر إلى هذا النظام في واقعه العملي الممارس وفي إطار تجارب الكاتب معه وتجارب بلده في الحكم والممارسة، وبعرضها في هذا السياق العملي التطبيقي، دون أن يستبعد المفاهيم النظريّة بإعتبارها خلفيّة فكريّة لنظره الواقعي الملموس.
الصفة الثانية التي تتفرّع عن الأولى بحكم اللزوم الواقعي التطبيقي، هو أنه ينظر إلى نظام الحكم في تفاعل هيئاته مع بعضها البعض، وفي التأثير والتأثر المتبادل بينها شأنها في ذلك شأن الجسم الحي وما تتداعى إليه أعضاؤه من تفاعل وتبادل للتأثر والتأثير وتبادل الفعل وردود الفعل.
يحتوي الكتاب على دراسة تحليليّة معاصرة لمعاني المستشار طارق البشري نائب رئيس مجلس الدولة سابقاً والقاضي والفقيه القانوني المعروف للنظر في أوجه التطبيق المعاصرة الممكنة التي يمكن الإستفادة بها من هذا الكتاب.
