ما هي البيئة الأمنية لآسيا الوسطى التي هي محور الدراسة في هذا الكتاب؟ لقد أصبح مألوفاً في السنوات الأخيرة وعند الحديث عن أمن الدول الثماني الجديدة، الواقعة إلى الشرق والغرب من بحر قزوين، أن يتم حصر القضية في عدد من الأسئلة التي تتعلق بتصدير النفط والغاز من تلك المنطقة. هل ستكون هذه الدول قادرة على تأمين مواردها الأساسية إلى الأسواق؟ هل ستتمكن أي من الدول المجاورة من أحكام قبضتها على طريق التصدير؟ أو هل سيتاح للدول المصدرة الوصول إلى العديد من الطرق البديلة؟ هل سترتفع أسعار النفط العالمية ارتفاعاً كافياً يسمح بتعزيز الاستثمارات الضرورية في عمليات الاستكشاف وبناء خطوط الأنابيب، لقد كانت مثل هذه التساؤلات محوراً لعشرات المؤتمرات في عدة قارات.
لا يمكن إنكار أن هذه المسائل تتناول بعداً مهماً من أبعاد الأمن في هذه المنطقة المستقلة حديثاً إلا أن ما تتعرض له هذه القضايا أقل كثيراً مما تفعل عنه. ولذا فإن هذه الدراسة تقوم على أساس أن حصر قضية الأمن في إطار ضيق يخل بنطاق المشكلة، ويفضل بعضاً من أبعادها المهمة وإن كان هناك الكثير من المراقبين، إن لم يكن معظمهم، لن يقبلوا مثل هذا الطرح. ذلك أنهم يرون أن قضايا الأمن الحقيقية في آسيا الوسطى والقوكاز هي التي تتعلق بالغاز والنفط، وأنه لولا وجودهما، لما كان هناك سبب يذكر لأن تبدي القوى الخارجية أي اهتمام بالمنطقة ومصيرها وهذا ما يحاول الباحث مقاربته في هذه الدراسة.
